今回の国民投票は、二つの議案がいずれも政府議会の修正提案で、有権者は賛成

を求められている。

一つ目の「将来は補完代替医療」という議案は、健康保険の基本サーヴィスに再

びこれらの医療サーヴィスを組み込むよう求めた国民発議が取り下げられ、その

代わりにこのほど政府と議会の憲法条項修正対案が国民投票で問われる事になっ

たものだ。

対象になっている補完代替医療は5つで、1.　人智医療、2.　漢方、3.　神経療

法？、4.　植物療法、5.　ホメオパシー（同種療法、同毒療法、同病療法）。

この中で経験しているのは漢方とホメオパシーで、他の3つは知らなかった。漢

方に関しては日本では民間療法として長らく発展定着してきたし、現代医療にも

取り入れられている。個人的にも漢方薬や鍼灸治療を受けてその効果は実感して

いる。が、ホメオパシーに関しては副作用が無いからと勧められて砂糖粒を幾度

か服用してはみたものの、その効果の程は実感するには至っていない。

漢方医療に関して言えば、スイスの治療院の治療費は日本と比べて大変高額だ。

１時間足らずで１５０スイスフランは普通。スイス人の医師免許を持つ鍼灸医だ

けでなく、中国人鍼灸医による治療でも料金体系は同じだ。中国人鍼灸医が治療

する場合は、あらかじめスイスの医師免許を持つ医師の診察を受けた後に治療が

許可される。鍼灸治療は通常長期の通院が必要なので、自己負担だけならとても

気軽には通えない。代替医療も受けられるかなり高額の医療保険に加入していれ

ばこそ受けられる治療だ。

5月4日付のNZZ紙で賛否に意見が分かれる二人の専門家による討論記事が掲載

された。反対するのは国民議会議員でバーゼル大学病院の外科医ジョン＝アンリ

・デュノン氏で、賛成するのはエメンタール地方病院の代替医療科のハンスウエ

リ・アルボニコ主任医師。デュノン氏は代替医療に関する知識はないと言い、医

療費は年間530億スイスフラン以上掛かっており、今秋には保険料が10%はおろ

か14%ないし20%にまで大幅に引き上げられそうだと指摘。今以上に基礎医療保

険の適用範囲を広げる事には反対で、NZZ紙の立場も代替医療は追加保険で賄う

べきで、基礎保険に適用すべきではないと表明している。一方、アルボニコ医

師によると、勤務先の代替医療科の治療費は他の診療科と比べて特に高額にはな

いっていないと発言。医師に対する代替医療の教育訓練には費用が掛かるが、そ

の効果はそれを上回ると語っている。

スイス国営放送SRGの世論調査は、5月6日の現時点で、選挙民の69%が政府議

会提案を支持、反対は19%と報じている。将来的には補完代替医療が医療保険の

基礎保険でも認められる見通しだ。

現代医学の進歩が日進月歩なのは良いのだが、場合によって極めて高額な医療費

になる事への批判は常にある。又製薬産業はスイスの主要産業で輸出の稼ぎ頭の

一つでもある。一方自然志向の高まりと共に、代替医療は近年急速に認知されて

きているのだが、その医療サーヴィスを担う医師は未だ圧倒的に少ないように思

える。医師の訓練には長い年数を要するだろう。日本では、漢方は民間療法とし

て発達してきた側面がある。鍼灸師でなくても、マッサージや指圧、お灸等が家

庭内で行われてきた伝統があり、筆者も自分なりに工夫して生活の中に取り入れ

ている。今代替医療の適用を基礎医療保険で認めれば、医療費はやはり増加して

、保険料の値上げにも歯止めがかからなくなりそうだ。個人的には未だ時期尚早

という気がする。先ずは、代替医療を民間医療として官民挙げて啓蒙活動するこ

とにして、基礎保険の対象にするのはもっと先で良いと思う。

二つ目の生体認証旅券の導入は、2010年3月からシェンゲン協定の相手国がスイ

スに生体認証旅券の導入を義務付けている為。既に世界の50カ国がこの旅券を導

入しており、シェンゲン諸国では2006年8月から義務付けられている。スイスの

導入は国際協調の観点からこれ以上は猶予無し、という状況のようだ。生体認証

旅券を持っていると、90日間以内の滞在の場合は米国へ査証無しで入国、あるい

は通過出来るようになる、というのも導入の1要素としてあげられている。この

旅券、成人は140スイスフラン、子供は60スイスフランと可なり高価だ。最も

IDカードも一緒に申請すれば、IDカードは8スイスフランで済むそうだが。

電子情報ゆえに先ずデータの安全管理に対する国民の懸念は根強く、データが出

入国審査の際に盗まれたり、ハッカーに改竄されたり、データセンターから流出

したり、盗難に遭ったりと不安は尽きないようだ。実際のところ、古いデータ読

み取り機で不備が発見されたと連邦通信局の報告も報じられている。この旅券に

は写真と共に指紋も記録されるので、犯罪者と同じに扱われたくないという抵抗

感も根強いようだ。エヴェリン・ヴィドゥマー＝シュルムプフ法相も、警察がこ

のデータバンクにアクセスする事は出来ない、と語って国民を慰撫した。

国の監視を嫌うか、旅行の自由か、というのが争点のようだが、この件に関する

国民の関心は低いそうだ。筆者も個人的には米国に行く予定はないし、行きたい

とも思っていない。ましてやデータが完璧に安全に管理される等とも思っていな

い。実際、米国の諜報機関が全世界のインターネット上のデータを傍受している

と一時盛んに報道された事もあったし、今以上にデジタル情報には頼りたくない

という気持ちはある。スイス国営放送SRGの世論調査では、5月6日の時点で未

だ賛成が過半数に達しておらず、過去数週間国民の姿勢に変化は殆ど見られない

ので微妙な情勢と報じられている。が、この問題、永世中立とは直接関係なさそ

うなので、やはり国際協調という観点からすると、スイスが孤立の道を採る選択

は望ましいことではなさそうだ。

【編集後記】

今回の議案では、政党間の著しい対立も見られず、賛否の宣伝合戦も殆ど見られ

なかった。気掛かりなのは、若し生体認証旅券が否決された場合だ。取り敢えず

は、承認される事を願うばかり。代替医療は特に女性の関心が高いと報じられて

いるが、科学的証明が困難という専門家の見解から、導入までには今後紆余曲折

が予想される。

<Introducing electrically registered biometric data

in Swiss passport and travel document for foreign person>

National voting of this time, two of the bills are amendment proposals

by the government and parliament, and the constituency is recommended

to accept them.

The first bill of "future with complementary medicine" is to integrate

it into the basic health insurance again; that was originally the peoples'

initiative, which was withdrawn. Now, the counterproposal in the form of a

constitutional amendment by the government and parliament has to be

judged at polling.

Subjected to the complementary medicine are five methods, such as 1.

Anthroposophical medicine, 2. Traditional Chinese medicine, 3. Neural

therapy,　4. Herbalism, 5. Homeopathy. Among them I experienced

traditional Chinese medicine and homeopathy, but I don't know the other

three methods. Traditional Chinese medicine has developed and established

as folk medicine in Japan since long time, and it's been integrated into

modern medicine as well. Personally I experienced the Chinese herb

medicine and acupuncture treatment, and I certainly acknowledged the

effect. About homeopathy, I tried the globules some times as I was

recommended, however, I haven't realized the effect yet.

If I mentioned about traditional Chinese medicine, the treatment cost is

extremely expensive in Switzerland compared to Japan. Nearly one hour

treatment costs normally SFr. 150. The fee structure for Swiss medical

doctors and practitioners of traditional Chinese medicine is the same. In

case of a Chinese doctor, patients have to be checked in advance by a

doctor who holds Swiss medical license, and then, he has to be approved

for treatment by a health insurance company. Normally acupuncture

treatment needs a longer period, therefore, we cannot easily afford self-

pay burden. This treatment is only possible with a fairly expensive

additional medical insurance that accept (covers) complementary medicine.

NZZ (Neue Zuercher Zeitung) dated May 4 reported in a discussion article

with two specialists who have opposite opinions. The Surgeon of Basel

University and National councilor Jean-Henri Dunant is against the bill,

and The Chief doctor of Complementary Medicine Department at Emmental

regional hospital Hansueli Albonico is pro bill. Dr. Dunant said that,

he doesn't know about complementary medicine, though he pointed out

that health care cost reached more than SFr. 53 billion per year now,

and medical insurance fee would be risen not just 10% but till 14% or

even till 20% in the coming autumn. He is against to extend the range of

basic medical insurance more than present. NZZ is in the same stance and

expressed that complementary medicine should be paid by additional

medical insurance, but not integrated into basic medical insurance. On

the other hand, Dr. Albonico said that complementary medicine cost

doesn't exceed comparing to other medical department at his hospital.

The education of alternative medicine for doctors needs cost, however,

the effect exceeds that, he said.

An opinion survey by SRG (Swiss National Broadcast) as of May 6 showed,

that 69% of people supports government and parliament proposal, and 19%

of them reject it. In the future, complementary alternative medicine

will be integrated into the basic health care insurance.

It's good that modern medicine is fast-evolving, but there are constant

critics abut occasional enormous medical costs. Also the pharmaceutical

industry is one of the top export industries in Switzerland. According

to the increasing crunchy trend, alternative medicine has been rapidly

acknowledged recently, however, the number of doctors who owe such

treatments is absolutely not enough yet. We have to calculate training

for the doctors for many years. In Japan, natural medicine has been

developed partly as folk remedy. We have a tradition to administrate

massage, Shiatsu (acupressure) or moxibustion therapy at home though

none of them are specialists. I also exercise myself ingenuity in doing

such in everyday life. When we accept alternative medicine for the basic

medical insurance now, I think medical cost will be certainly increased

and we cannot stop also increasing the insurance fee. I think at first,

alternative medicine should be promoted as a folk medicine by the public

and private sector together and to integrate into the basic medical

insurance later.

About the second bill for introducing the biometric passport, the member

countries of the Schengen Agreement obliged Switzerland to introduce

biometric passports as from March 2010. Already 50 countries have adopted

this type of passport, and Schengen countries were obliged as from August

2006. From the view point of international cooperation, Switzerland has

no more places a moratorium on this measurement. Another point is

emphasized that with this passport, people can travel within 90 days or

transit through USA without having visa. The passport costs fairly

expensive: SFr. 140 for adult and SFr 60 for child. However, if one

applies together with the ID card, the additional cost for the ID should

be only SFr 8.

Because of electronic data, people are very concerned about the security

measures of data management. The anxiety about data is endless such as

stolen during immigration control, manipulated by hackers, leaked from

data center, and stolen. Actually, the Federal Communication Office

announced that the old type of reader was found as insufficient. In that

(new) passport, finger prints are also registered; resistance seems to be

also persistent that certain people don't feel comfortable to be treated

the same as criminals. Legal Minister Eveline Widmer-Schlumpf tried to

appease people that the police cannot access to the data bank.

The argument point seems to be focused either to avoid government control

or travel freedom, however, reportedly people seems to be lack interest

in that matter. Personally, I don't either intend to visit or wish to

visit the US. Even more, I don't think that data will be controlled

absolutely safe. Actually, the Swiss media actively reported certain

periods that the US intelligence agency sniffs the worldwide internet

data, therefore, I don't want to be depending on digital information

more than now. According to the opinion research by SRG, as per May 6

the approval hasn't reached a majority yet, and the situation is still

uncertain due to the almost unchanged attitude of people. Anyway, this

matter doesn't seems to be related with the permanent neutrality, and

from the view point of international cooperation, to make a decision,

which leads Switzerland into isolation won't be a reasonable way.

【 Editor's comment 】

The bills of this time, a tempestuous conflict among political parties

hasn’t been seen, and a campaign war also hasn’t nearly happened.

I'm concerned, in case of a rejection of the biometric passport.

Anyway I just only hope it will be accepted. Reportedly alternative

medicine is particularly popular among women, though scientists said,

that a scientific proof for such medicine is difficult, so many twists

and turns could be expected till the measure is realized.
