脱原発考

日本には、「災害は忘れた頃にやってくる。」という諺がある。いつ来てもおかしくないと言われていたのは、首都圏の直下型地震だった。2011年3月11日に起きた地震は北にずれて、世界有数の豊かな漁場である三陸海岸を中心に広域を巨大津波が襲った。更に東京電力の福島第一原発の事故という深刻な事態が進行中だ。関係者達は「予想を上回る、想定外」という発言を繰り返した。この日を境にスイスの報道は、北アフリカ諸国の政変から一気に日本の大災害に切り替わった。地球温暖化と言われる中で、近年スイスでは <nachhaltig (=持続可能な)> の枕詞と共に <minergy（省エネ）>、環境保護が政治、経済、社会のすべての分野で事ある毎に議論されてきた感がある。そこに先進工業国日本の大災害と言う衝撃的な現実が加わり、人々はまるで冷水を浴びせられたように危機意識を覚醒させたようだ。大震災から1カ月を過ぎた今も、人々は忘れるどころかますます深刻に感じ考え続けている。その証として、未だに日々様々な機会で、「フクシマ、ヤーパン」がまるで「スーパー・ガウ（最悪の事態）」の代名詞の様に耳目を捉える。人々は災害対策とエネルギー政策は表裏一体の課題である事を改めて認識したようだ。

スイスも決して災害が少ない国では無い。暴風や水害、雪崩、土砂崩れは毎年の様に各地で起きているスイスでは、5基の原子炉　*1) が稼働している。今年の年初ベルン州でミューレベルクの原子力発電所の新しい原子炉建設が住民投票で承認されていたが、福島原発の事故直後、政府は一旦棚上げにして脱原発を検証すると決断した。政府決定の少し前、エネルギー担当相のロイトゥハルトゥ連邦評議員は、「スイスの原発は安全。」と発言し、「原発を直ぐに止めろと言うのは不用意」と発言していた事等が、その後の統一地方選挙で母党CVP（キリスト教民主党）の度重なる敗北に一定の影響を及ぼしたと言われている。秋に行われる国民議会選挙の趨勢を占うこれまでの地方選挙の結果は、原発容認の中道諸政党の議席を「脱原発のグリーン・リヴェラル（Green Liveral）」と保守の「SVP（スイス国民党）」が分け合う形で、政党の力関係は二極化の傾向を見せている。FDP（中道保守）から派生し、中道保守政党と革新政党の中間の立場を取ると言われているグリーン・リヴェラルは、政策実行力は未知数と言われているが、脱原発を求める国民の期待を確かに引き寄せたようだ。因みに、無料新聞 <Blickamabend紙> のオンライン投票の結果 *2) は、2011年4月14日現在で、「我々の原発は時限爆弾だ」と答えた原発反対派は68%で、「我々の専門家は対処の仕方を知っている」と答えた容認派が32%となっている。

ETHZ（連邦工科大学ツューリッヒ校）のホルスト＝ミヒャエル・プラッセル教授 *3) は、最新の第三世代の原子力発電所なら福島の原発事故は起きなかったと語っている。教授は研究費を <Swissnuclear> *4) から得ている原子力技術の肯定派であり、尚且連邦原子力安全監視機関（ENSI） *5)の理事でもあることからメディアにしばしば解説者として登場している。だがそもそも、気候変動の元凶は二酸化炭素の排出によるものだと言う合意形成が世界中で出来上がってしまっている事に問題は無いのか？2011年3月27日付の「中央スイス日曜紙」は、「空気中に排出される温室効果ガスの量を誰もそれ程正確には知らない。」まるで「体重を量らないでダイエットをしているのと同じだ。」と疑問を呈している。随分前に、地球温暖化の二酸化炭素犯人説を否定し宇宙線の影響だと考えている日本の学者の見解を読んだ事があった。ところが最近、ジャーナリスト岩上安身氏が京大原子炉実験所 *6) の小出裕章助教授を訪ねたインタヴュー・ヴィデオ*7) を聞くと、地球温暖化の主要な原因は膨大な排熱を海と空気中に排出し続ける世界中の原子力発電所 *8)にあって、二酸化炭素犯人説は事実ではないと明言している。又日本中の原発を全て停止しても、日本は停電にならないと言っておられる！環境エネルギー政策研究所の飯田哲也所長*9) も又原子力発電所が無くても日本のエネルギー需要は賄えるとの見解を披歴している。『熊取（京大）六人衆』 *10) と言われる高潔なる研究者集団のお一人で、原子力は危険極まりないものと認識して以来、40年間に亘って反原子力の立場で研究生活を送ってこられた小出先生の明快で丁寧な解説には説得力がある。原子力発電の排熱を問題にしない国際政治、原発を容認しているIAEA *11) には疑念を覚える。原発は建設、維持管理に途方も無い費用がかかる施設だという事を認識すべきであろう。更に、放射性廃棄物 *12) の処理は現在も未解決と言っていい状態だ。老朽化した原子炉の解体で、ドイツとスイスは果てしなく困難な作業を続けているというTV報道を見た。当然のことながら費用は天文学的な数字になるそうだ。2011年3月25日付NZZ紙は「パンドラの原発」と題して、「持続可能な多様なエネルギー源を国際社会が連携して求めるべきだ」と結論付けている。

異常気象や大災害が近年多発しているという認識は、スイスでも氷河の急速な後退やアルプスの自然環境の変化が度々報じられ共有されている。過度の開発は止めて、手付かずの自然を保護すべきだとか、どこもかしこもコンクリートで固めるべきではない等の論調が目立つ。人間は自然に余りにも手を加え過ぎたという反省が生まれている。又、エネルギーを使い過ぎる反省も起きており、様々な代替エネルギー案もひっきりなしに話題に上ってくる。2011年4月13日の各種報道によると、2010年スイスのエネルギー需要は2009年に比べて4％増えたと報じられた。冬の寒さが主な原因だったそうだ。OECDに依るとスイスは55.3%が水力、40%が原子力、残りが従来型の発電で賄われているので、温室効果ガス無しでエネルギーが生産されていると報じられている。個人レヴェルの省エネや代替エネルギーの利用は可なり有効な事は、３千万人が暮らす日本の首都圏の東京電力 *13)の計画停電で実証されている。その気になれば出来るのだ。薪ストーブは近年再び人気を取り戻しているようだし、太陽光発電の普及はこれからという段階だ。スイスの強みは住宅の断熱効率が良いという点にある。「洗濯機を使う回数を減らす事がどれ程問題か？」という問題提起を2011年4月5日付ターゲス・アンツァイガー紙は書いている。家事で安易に電化製品を使い過ぎているという反省だ。省エネの為に先ずは家事の見直しをしてみることにしよう！心身にも良い筈だ。殆ど唯一と言っていい原発廃止の障害は、世界の経営者団体が「原発無しでは競争力が維持出来ない」と言っている点にあるようだ。時間をかけてでも原発を廃止出来るか否かが、スイスの未来を決めるだろう。

【編集後記】

ささやかな弊誌で描き切れる問題では到底無いが、正しい情報を得たいと思いながら調べた結果を書いた。核兵器だけが怖いものだと思っていた人は多いと思うが、実は原子力発電所も核兵器と違いは無く同一のものだという小出裕章先生の発言は重い。筆者の世代は実は長年に亘る核保有国による核実験で、死の灰を浴び続けて成長してきたそうだ。人類はとうの昔に全地球を破戒し尽せる程の核を持ってしまっているという話も以前読んだ記憶がある。日本の再生の鍵も、脱原発が出来るか否かに掛かっている。日本人にはこの事を深く自覚すべき責任が生じている。願わくば、人類の恐れを払拭できる程度に劇的に迅速に核の汚染を除去する方法を誰か少しでも早く発見して欲しいものだ。今日はチェルノブイル原発事故の25年目の日だ。

There is a proverb in Japan, "Disaster comes when we forget." It's been said that the earthquake can happen anytime in the epicentral area of the Tokyo metropolitan region. The earthquake followed by massive tidal waves on March 11, 2011 was off to the north at the head of a huge area called Sanriku-coast where the world's preeminent fishery grounds are located. Additionally, Fukushima Daiichi Nuclear Power Station is going on a very serious accident. People who were concerned repeatedly made comments such as "exceeds all expectations, or beyond the scope of the assumption". As from the day, Swiss media turned to the reports of the Japanese disaster from the previous North-Africans political turmoil. Frequently mentioned global warming in Switzerland, recently at every opportunity energy-saving and environment protection in all fields such as politics, economy, and social have been discussed together with modifying word of "sustainable". Shocking reality in leading industrial countries by the Japanese catastrophe was attacked, and crisis awareness of people was awoken as if they took cold bath. A month after the great earthquake, people still do not forget, but even think consequences more deeply. As the evidence, still now, "Fukushima, Japan" as if these words represent "super GAU (worst-case scenario)" reaches to my eyes and ears many occasions every day. Peoples seem to confirm that disaster measures and energy measures are inextricably linked indeed.

Switzerland is also not a country affected by less natural disasters such as storm, flood, avalanche, and mudslide in various regions every year. Presently five nuclear reactors *1) are working in Switzerland. The beginning of this year, the construction of a new nuclear reactor in Muehleberg (Prefecture Bern) was approved by a plebiscite, however, soon after the accident of the Fukushima nuclear power plant, the government decided the plan to put on the shelf and study alternatives by breaking nuclear power. Just before the government decision, Energy minister of the Federal Council, Mrs. Leuthard (CVP) spoke "Swiss nuclear power plants are safe.", and "to stop immediately nuclear power plants is careless", she said too. It's said that her comments had a certain impact on the repeatedly loosing CVP; her mother party might lose seats thereafter in nationwide local election. The local election results are considered for any hint on the coming Lower House elections in autumn, and so far the results show a polarization by splitting seats of centrist parties of pro nuclear into "Green Liberal of anti nuclear" and conservative SVP. The Green Liberal was a split from FDP (center-right) and took their position between centre-right and reformist. It's said that their political ability is unknown; however, they certainly drew the nation expectation by the claim to break with nuclear. By the way, a result of online voting as of April 14, 2011 by free paper <Blickamabend> *2) showed that 68% of online voters think that "our nuclear power plants are a time bomb", and only 32% think that "our specialist know how to handle" the matter.

Professor Horst-Michael Prasser *3) of ETHZ（Swiss Federal Institute of Technology Zurich) said that the accident at Fukushima nuclear power station needn't have happened with the latest and the third generation of nuclear power station. The professor receives his research funding by the Swissnuclear *4) and belongs to the pro nuclear technology. Furthermore, he is also a board member of Swiss Federal Nuclear Safety Inspectorate (ENSI) *5), therefore, he often appeared at media as a commentator. However, more important is whether it is correct that climate change is due to carbon emissions as the main factor that consensus formation has build up in the world? <Zentralschweiz am Sonntag> as of March 27, 2011 questioned, "Nobody does know much about the volumes of greenhouse gas emission", as if "the same as dieting without measuring weight". Some time ago, I read an explanation of a Japanese researcher about global warming that he disallowed guilty of CO2 but cosmic-ray. However, recently I listened an interview video *6) of Mr. Koide Hiroaki, Kyoto University Research Reactor Institute *7), by a journalist Mr. Iwakami Yasumi; the main factor of global warming is responsible by the enormous exhaust heat from nuclear power stations in the world *8) to the sea and into the air, and the responsible by CO2 is not true, said Mr. Koide definitely. And even he said that if all nuclear reactors in Japan are stopped, power cut doesn't happen! Mr. Tetsunari Iida, ISEP's Executive Director *9), also says that Japan can manage energy demand without nuclear power station. Mr. Koide, is one of the six Kumatori (Kyoto University) *10) and high-integrity group researcher, since he recognized that nuclear is absolutely dangerous, his clear and gracious explanation as nuclear researcher against nuclear for forty years is convincing. I question to International politics that never pay attention to exhaust heat from nuclear power stations and IAEA *11) that tolerate nuclear power stations. We should know that nuclear power stations cost enormous money for construction and maintenance. Above all, disposal of nuclear waste *12) is still an unsolved matter yet. I saw a TV program about endless struggling of dilapidated nuclear power to dismantle in Germany and Switzerland. Needless to say, the cost must be astronomical sums of money. NZZ as of March 25, 2011, with a title "Pandora's nuclear" concluded "International society should seek together for sustainable diversified energy resources."

Cognition about recently often happened abnormal climate and disasters are shared in Switzerland too through reports about rapidly melted glaciers and nature changes of the Alps. The opinions are visible such as stopping exceeding development, we should keep untouched nature, we should not cover everywhere with concrete, and so on. Serious soul-searching has arisen that human being manipulate nature too much. Also thoughts arose that we consume too much energy, because of that, idea about various alternative energy resources are frequently mentioned. Regarding various reports as of April 13, 2011, energy consumption of 2010 in Switzerland was increased 4% compared to 2009. It's said that the cold winter was mainly responsible. It is reported regarding OECD, Swiss energy resources are provided by 55.3% with water power, 40% with nuclear power, and the rest with conventional power; the energy is produced without emission of greenhouse gas. Energy saving or using alternative energy resources have proved as quite effective in Japanese metropolitan area where thirty millions people live through the planned outage of TEPCO *13). If we have a will, we can. Wood stove again become popular since some years, and solar power has started to become common. Tages-Anzeiger dated April 5, 2011 wrote a problem presentation "How much problematic if we reduce using washing machine?" It's the self-searching that we easily use too many home appliances for our house-keeping. Shall we review our house-keeping first for energy saving! That’s should be good for our both mind and body. Almost only disturbance for breaking with nuclear power could be the world business circles by saying "We cannot maintain our competitiveness without nuclear power." Anyway, Swiss future will be defined either we can break with nuclear power or not though taking long time.

The theme can certainly not to be completed with my little essay, but I wanted to get correct information and wrote with the results. I think many people are afraid of only nuclear weapons, but actually Mr. Hiroaki Koide's comment is heavy that there is no difference between nuclear weapons and power stations, both are the same things. According to Mr. Koide, my generation was continuously affected by nuclear fallout from nuclear bomb tests of nuclear nations. I remember to read that human beings have enough nuclear power to destroy the total earth already a long time ago. The key of rebuilding Japan is depends on either to be able to break with nuclear or not. Now Japanese deeply owe the responsibility to take notice of this. I wish someone can develop drastically and rapidly a decontamination method in order that the humanity needn’t to be afraid of nuclear accidents any longer. Today is the 25th year of Chernobyl disaster
