国民投票2013年3月3日
国民発議「反高額報酬」、他2議案

今回投票が実施される議案 *1) は、1．「家族政策」に関する連邦政府決
議案、2．「反高額報酬」国民発議、3．「国土利用計画法」連邦政府対案
。いずれの議案もメディアは数ヶ月前から熱心に報じ、賛否の宣伝合戦も
活発だった。中でも「国土利用計画法修正案」は地域経済に及ぼす影響大
故に、最も強い関心を集めていた筈だった。ところが、ノヴァルティス
*2) のダニエル・ヴァセラ会長で前最高経営責任者の退職一時金72百万ス
イスフランが2月中旬に発覚するや、各方面から非難轟々となり、「反高額
報酬」国民発議の投票結果を大きく左右する形勢になったと報じられてい
る。「反高額報酬」の国民発議は提唱者のトーマス・ミンダ―全州議会議
員の個人的な失点が暴露され1カ月程前の形勢は不透明だった。彼が経営す
る企業の歯磨き粉の品質が特に良くないにもかかわらず高額で販売されて
いた事、彼自身の報酬が明かされていない事等をメディアは標的にしてい
た。
ヴァセラ博士はバーゼルの製薬会社2社を合併・再生させ、世界第2位の製
薬グループに成長させた卓越した手腕はよく知られている。経営トップの
座に17年君臨し続けた事、この間多額の報酬を得た事がしばしば批判され
てきた。だが、研究開発の投資額では業界世界一と未来志向の経営方針を
据え、雇用を維持しスイス経済への貢献度は計り知れない。「角を矯めて
牛を殺すな」という諺がある。ヴァセラ博士を攻撃してスイスの得になる
のか冷静に合理的に考えるべきではないか。昨今外国人を経営トップに据
えた大企業の不祥事や、業績を上げなくても巨額の報酬だけ受け取る経営
者が少なくない。ヴァセラ会長の一件で、「ミンダー・イニシアティヴ」
が承認される可能性が強くなったと言われているが、感情論で有能な人材
を排斥しスイスの国益が損なわれる事態にならないよう見守りたい。企業
の役員報酬を適正にするには、既に有る対案で充分対応出来ると言われて
いる。そもそも適正な報酬の判断は出来るものではないと識者は言う。
「国土利用計画法改正案」は、「景観発議」の間接対案として連邦議会が
議決した。限られた国土に過剰な住宅が建設されるのを阻止して、耕作地
を確保し、適正な国土利用を目指す狙いがある。住宅周辺には、ショッピ
ングセンター、学校、病院、道路・交通網等のインフラ整備が必要になる
ので、無秩序な住宅建設をすると合理的な土地利用を阻害する。これを阻
止する為、居住区をコンパクトに集め、建物を建設しない土地とを効果的
に区分けする事を目指している。先頃スイスの中央銀行（SNB）は不動産ブ
ームの過熱を心配して、銀行が住宅ローンの頭金の額を引き上げる指導を
するよう中央政府に働きかけた。建築ブームと共に不動産価格の高騰が起
きている地域が少なくない。改正案の反対意見は、地権者の権利が制限さ
れ、地価並びに家賃上昇の原因になるという懸念だ。だが、日本の国土景
観を見るにつけ、適正な規制は不可欠であると確信する。建物を建ててし
まえば、元の自然に戻す事は非情に困難になる。
「家族政策」を憲法に反映させる議案は、連邦議会の議決を国民に問うも
の。将来的に国民経済を振興する為には、男性も女性も可能な限り仕事に
従事出来るようにする政策無くして達成出来ないという見解だ。これは、
弊誌jSj-Vol. 141 『女性の年金(AHV)給付年齢引き上げを考える』の懸念
を払拭する政策だと思う。子供を持つ人々が、仕事や教育を続けられるよ
う保育園や学童保育、昼食サーヴィス等の養育環境をカントンと政府が協
調して改善する事を目指した政策だ。そもそもカントンの管轄の仕事を、
わざわざ憲法に明記する事で、国の繁栄を確実にしようという政治の姿勢
だ。制度としてワークシェアリング *3) には及ばないものの、現行法に更
なる一歩をもたらす議案に期待したい。兎に角、今の時代70億人 *4) の1
人として、安全な所で生活出来、住む家があって、食べる事に困らない生
活は幸運に違いない。イタリアでは、選挙の結果政局の不透明感が伝えら
れているが、日本とて政治の危うさでは同じ。今の幸運を維持したいと思
えば、政治・経済から目は離せない。

People's
initiative "Against Rip-off", and two more bills.

The bills of the
national voting for this time are 1. Federal
Parliament
resolution about "Family Politics", 2. People's
initiative
"Against Rip-off", 3. "Change of National Land Use
Planning
Law". Media have eagerly reported about all these bills
for months, and
the campaign for Pros and Cons is also active.
Particularly the
"Change of National Land Use Planning Law" has
great influence to
the regional economy, therefore, it has acquired
the strongest
interest. However, as from the middle of February, as
soon as it was
disclosed to the public about the 72 millions
retirement
allowance of Daniel Vasella, President of the
Board of
Administration and
formerly CEO of Novartis, overwhelming criticism
occurred, and
reportedly that might determine the fate of the voting
result of the
people's initiative "Against Rip-off". Aspects of the
people's
initiative "Against Rip-off" were uncertain a month ago,
because negative
points of the propounder, Mr. Thomas Minder who
is
a Council of
States member, were disclosed. Media attacked him that
his company
produces toothpaste, which quality isn't specially
good, but sold at
a high price, and that his salary isn't opened,
and so on.
Dr. Vasella is well known for his excellent management
capability;
he merged and
revitalized two pharmaceutical companies in Basle and
developed them
into a world leading pharmaceutical enterprise
(Group). He was
often criticized of his 17 years supreme reign at
the top management
and taking large sums of compensation during that
period. However,
his management policy is future-oriented with
worldwide top
investments into R&D, he maintained the employment,
and his
contribution to the Swiss economy is invaluable. There is a
proverb "The
cure is worse than the disease." Shouldn't we better
think cool-headed
and rational whether it is good to attack Dr.
Vasella in the interest
of Switzerland? Nowadays, there is much
misconduct by
foreign managers at big companies or managers receive
huge pay without
realizing appropriate results. Because of the case
of President Vasella, it's said that the Minder initiative has
more
chance to be
accepted by the national voting. However, I'd like to
watch whether the
Swiss national interest won't be spoiled or be
boycotted by
capable human resources. It's said making fair
compensations for
directors is enough with the present
counterproposal
bill by the parliament. Knowledgeable persons said
that primarily a
fair salary isn't possible to judge.
The resolution
"Change of National Land Use Planning Law" was
passed by the
parliament as indirect counterproposal to the
People's
"Landscape initiative". The aim of the bill is to stop
building excessive
houses in a limited land, to save cultivated
land, and
appropriate land using. Around housing areas, there is a
need for
infrastructure such as shopping center, school, hospital,
roads and traffic
network, therefore, a disorganized housing
construction
disturbs intelligent land using. For stopping this,
making a
concentration of housing area, and aiming to make an
effective
separation with the area not to be used for occupancy
(housing).
Recently the Swiss National Bank (SNB) became worried
about an
overheating of the real estate boom and approached the
Central Government
to let banks order to raise more initial funds
for housing loan.
There are several regions with a building boom as
well as steep rise
of land prices. Opposition against the change is
concerned about a
restriction of rights of land owners, and the
bill might cause
rising land prices as well as rents. However,
considering the
landscape of Japan, I believe that a reasonable
restriction is
indispensable. If a house is built, bringing back
land to nature is
extremely difficult.
The (modified)
bill to reflect the "Family policy" asks the nation
about a decision;
it was launched by the Federal Parliament. The
idea of promoting
the national economy for the future cannot
approach without
introducing political measure making it possible
that men and women
can work as much as possible. I think this policy
is to sweep away a
concern of our jSj-Vol. 141 "Thoughts
about the
increase of
women's pension (AHV) age". The policy is directed to
people who have
children so that they are able to continue to work
or study, the
Central Government and local government should
cooperate and
improve facilities for children such as day-care
centers,
after-school care, and lunch service (Mittagsstische).
This
work is originally
assigned to the canton, but we can see the
political stance
to make sure national prosperity by purposely
writing it on the
constitution. As a system the bill does not come
up with "job
sharing" *3), however, I'd like to hope that further
steps are made
from the present law. Anyway, nowadays as one of
seven billions, a
life in safety, having a house to live, and no fear
for food must be
lucky. It was reported that because of the election
results, the
political situation has become uncertain in Italy, but
Japan is also in
the same situation regarding to the political
danger. In order
to maintain the present luck, I cannot look away
from politics and
economy.
