2016年6月5日の国民投票は次の様な結果だった。 *1) 否決された議案は：

1．国民発議「公共サーヴィスの改善」が賛成32.4%と事前調査の46％を下回

った。投票率は45.6%。　2．国民発議「無条件の最低生活保障」いわゆる「

ベーシックインカム」は賛成23.1%でこれも事前調査の26％を下回った。投

票率は46.4%。3．国民発議「公平な輸送資金調達」は賛成29.2％で同じく事

前調査の40％を大きく下回った。投票率は45.7%。承認された議案は：4.

生殖医療法改正案が賛成62.4％。投票率は44.9%。 5. 亡命法改正案は賛成

66.8%で事前調査の60％を上回った。投票率は45.6%。国民発議は3議案とも

否決され、政府・議会提出の議案が両方とも承認されて、メディアの誘導が

奏効したという印象だった。個人的には異論の残る結果だったが、少なくと

も「ベーシックインカム」が明確に否決された事には安堵した。

スイスの国民投票は1981年に導入され今年で125年を迎えたとスイス・メデ

ィアは報じた。*2) 実際には連邦政府のウェブサイトにそれ以前の記録もあ

る。 *3) スイス国民に真に支持されるようになったのはこの25年間と言わ

れる。れ以前の100年間は年に一議案だったが、この25年間で大幅に増えて

年に4回も投票が行われるようになったそうだ。政党が選挙運動の手段に活

用した事がその一因と言われている。

憲法学者アンドレアス・アウアー氏は、「自分は知らされたか否か、自分は

適切に扱われたか否かは重要ではない。重要な事は国民に依って決定される

事。重要な議論が国民発議で啓発されたこと。」とSRFのインタビューに答

えた。およそ500万人を数えると言われる有権者から、18か月で10万筆を集

める事は、今日大政党でも困難と言われる中、懸念を提起したSVP（スイス

国民党）は野党としての役割を演じて成功し、連邦議会で最大政党にまでな

った。

一方CVP (キリスト教民主党) は家族政策の議案を二つ否決され、FDP（自由

民主党）は署名を集める事に失敗、GLP（緑の自由党）はエネルギー税の議

案を92％の反対票で記録的な敗北を喫している。それでも尚6つの議案が政

党から発議されている。4議案が緑の党から、1議案はSVPから、そして１議

案がSP（社会民主党）から。2012年には51発議が未決で、現在23議案が未だ

に未決のまま。発議に持ち込むには多大な労力を必要とする割に乏しい成果

である事が証明されていると報じられた。

CVPとFDPが連邦政府内で官僚の地位をほぼ独占している現在、国民発議に集

中するSVP等が野党的政策を展開するので、左派は発議した後に主導権を失

うという典型的なパターンに陥っていると報じられている。しかし最近SVP

も通称「Duruchsetzungsinitiative (外国人犯罪者の追放執行)」*4) で僅

差の敗北を喫した。国民発議が確実に法案として実を結ぶのは3年後で、そ

の時には既に次の選挙が待ち構えている。こうした事情から国民投票を選挙

運動の手段に使う時代は終わりそうだと2016年7月5日公共放送SRFは報じた。

折しも、昨年末以来主要政党の党首や議会会派の代表が殆ど交代して、各政

党の闘争方針も変化が報じられている。

2016年6月29日に実施された国民投票の結果、離脱を選択した英国民自身が

衝撃を受けたと報じられている。投票しなかった若者が多かった中、或る若

者が「自分はEU離脱に賛成票を投じたが、本当に実現するとは思わなかった

。反対だ。」と言うのを聞いた。一方多くの高齢者が投票に参加してEU離脱

に投票した為、シルバー・デモクラシーと呼ばれている。英国には明文化さ

れた憲法が無いと最近報道で知って驚いた。いずれにせよ滅多に国民投票

を実施しない英国民主主義の現状がEU離脱を導いた。

一方、スイス国民はほぼ年中政治と向き合う事を余儀なくされる直接民主制

を自ら望み、律儀に維持し、常時訓練している。直接民主制にせよ間接民主

制にせよ、一朝一夕には達成出来るものではないという事を、諸外国の人々

は意外に認識していないようだ。選挙民は政治問題に向き合い、自らの意見

を形成しなければならないのだ。今日多くの民主主義国家で選挙民は揺れ動

きながら、あるいは選挙とは無縁に生きている。不正選挙が横行している事

も数々伝えられている。その為、「欧州安全保障協力機構（OSCE）」*5) の

選挙監視作業を担当する「民主制度人権事務所(ODIHR)」*6) はこれまでに7

万人の選挙監視員を派遣していると報じられた。民主主義制度とは、単に投

票に参加するだけでなく、生活を守る為に市民自ら社会、メディア、行政を

監視しなければならない制度なのだ。

【編集後記】

日本の参議院選挙が終わった日、スイス公共放送SRFは、「安倍晋三は憲法

を改正して、平和主義を転換することが出来るようになった」と率直に報じ

た。この現実を認識している日本国民は未だ限られているようだ。大半の国

民が民主主義を意識せずに暮らしている「怠惰な民主主義国家」と言える日

本だが、エジプトとトルコは民主的に選ばれたイスラムの国家元首が大国の

思惑で翻弄されている現実を、対岸の火事と傍観している場合では無いと思

う。少なくとも面倒な直接民主制を取り入れているスイスでは、国民は安全

と感じ満足度が高いと報じられている。次の国民投票は2016年9月23日に行

われる。

The results of the Swiss popular vote on June 05, 2016 are as

follows: *1) Rejected bills: 1. Popular initiative "Pro public

service" was approved by 32.4% falling below 46% of a preliminary

survey. Turnout was 45.6%. 2. Popular initiative "Unconditional

basic income" was approved by only 23.1% falling below 26% of a

preliminary survey as well. Turnout was 46.4%. 3. Popular initiative

"For fairer transport funding" was approved by 29.2% falling far

below 40% of a preliminary survey too. Turnout was 45.7%. Accepted

bills: 4. "Amendment to the Reproductive Medicine Act (RMA)" was

approved by 62.4%. Turnout was 44.9%. 5. "Amendment to the Asylum

Act (AsylA)" was approved by 66.8%, higher than the 60% of the

preliminary survey. Turnout was 45.6%. Three of the popular

initiatives were rejected and two bills by the Government and the

Parliaments were accepted; my impression was that the influence of

the media has made an impact. Personally the results remained

controversial, though I feel a deep sense of relief that at least

the "Basic Income" initiative was clearly rejected.

Swiss media reported that the "popular initiative" (Volksinitiative)

was introduced in Switzerland 125 years ago. *2) In fact, there is

also an earlier record on the website of the Federal Government.

*3) Truly supported by the Swiss citizens is the "popular

initiative" said to be since 25 years. A proposal (initiative) was

voted once a year in the first 100 years, however the vote took

place four times per year in the past 25 years. It is said that the

reason for it was that the political parties utilized the vote for

the election campaign.

The constitutional scholar Mr. Andreas Auer answered in an

interview by SRF (Swiss Radio and Television): "It’s not important

whether you are informed or not, and if you are properly treated or

not. The important thing is that the vote is determined by the

people. The important discussion is about the instrument of the

popular initiative." It's said to be difficult to collect 100,000

signatures even for a large political party from around 5 million

voters within 18 months; the SVP-party (Swiss People's Party) plays

a successful role as opposition by submitting concerns becoming the

largest party in the Federal Parliament.

On the other hand, the CVP-party (Christian Democratic Party) had

two proposed initiatives with family policy background rejected at

the ballot box, the FDP-party (Radical Democratic Party/The

Liberals) has failed to collect signatures, and the GLP-party (Green

Liberal Party) has suffered a record defeat by 92% "no" votes on

their proposed initiative about an energy tax. Nevertheless six

"popular initiatives" had been initiated by political parties. Four

of the bills came from the Green Party, one bill from the SVP and

one from the SP (Social Democratic Party). 51 initiatives were

pending in 2012, and currently still 23 bills have remained pending.

An initiative requires a great deal of effort although its outcome

often has to be proved poor, was reported.

Now, CVP and FDP have dominated almost exclusively many bureaucratic

positions at the Federal Government's administration; other

political parties, such as the SVP put the focus on the popular

initiative creating opposition policies. Therefore, leftists have

fallen into a typical pattern, losing their hegemonic power as

almost all of their own initiatives had failed was reported. But

recently the SVP also suffered a defeat by a narrow margin regarding

to the so-called "Durchsetzungsinitiative (Enforce the deportation

of criminal foreigners)". *4) The popular initiative will bears

fruit in a bill after three years. From those circumstances,

reported by SRF on July 5, 2016, the era of using the popular

initiative as a means of campaign, will likely to be finished. In a

related incident, major political party leaders and representatives

of parliamentary fractions changed by the end of the last year;

changes in the fighting policy of each political party have been

reported.

As it was reported, British people themselves were shocked by the

referendum result, approving the exit from the EU (Brexit), voted on

June 29, 2016. Many of the young people didn't vote reports said;

when watching TV, I heard that a young man said "I voted for Brexit,

but I really didn't expect that it would be realized. I disagree

with the result now." On the other hand, a lot of elderly people,

which participated in the vote, voted in favor of a Brexit,

therefore that fact was referred to as the "Silver Democracy". I was

astonished to know by a media report recently that the UK (United

Kingdom) has no written constitution. In any case, the current state

of the British democracy, which has very rarely performed a

referendum let to the Brexit.

On the other hand, Swiss people themselves want direct democracy,

which has to be faced nearly all the year around, maintaining it

dutifully, and training it at all times. That is contrary to people

of other countries, which don't seem to recognize the fact that

"Democracy" cannot be achieved in one day, no matter whether it is

direct democracy or indirect democracy. The citizens have deal with

the political matter and form its own opinion. Today many

electorates just wag or are unrelated to live with the elections in

democracies. Election fraud is rampant was reported numerously.

Therefore, the "Organization for Security and Cooperation in Europe

(OSCE)" *5) has dispatched 70,000 election observers from the

"Office for Democratic Institutions and Human Rights (ODIHR)" *6),

which is responsible for election monitoring work, so far. The

democratic system is not only a system to participate in voting, but

citizens themselves must also monitor society, media, and the

Government in order to protect their lives.

【Editor’s Comment】

On the day, the elections for the House of Councillors (Sangiin) had

been completed in Japan, the Swiss public broadcasting TV-station

"SRF" openly reported that "Shinzo Abe can amend now the

constitution and change Japan's pacifism from now on." The Japanese

public who must be aware of that reality seems to have limited

concern yet. The majority of the Japanese population could be called

a "lazy democracy"; the people are living without regard to

democracy in Japan. However, the reality of Egypt and Turkey, where

Islamic heads of states were democratically elected, nevertheless,

they have been tossed by interference of major powers. I don't think

that such a matter is problem for someone else. At least, thanks to

incorporating troublesome direct democracy, Swiss people feel safety

and satisfaction was reported. The next Swiss popular voting will

take place on September 23, 2016.
