2020年02月09日国民投票の結果と進む党首交代

2月9日夕方には判明した国民投票の投票結果は次の通り。*1)
１．国民発議「もっと手頃な価格の住宅を」 *2)
賛成42.9%、反対57.1%で否決された。投票率は41%。賛成多数のカントンは
バーゼルシュタット、ジュネーヴ、ヌーシャテル、ヴォーの4州のみ。高額
所得者は議案に反対傾向で、賛成は左派のみと報じられた。
都市部は住宅不足の傾向があるが、郡部は住宅過剰で、スイス全体で見ると
住宅は足りていると報じられていた。スイスの住宅の質は国際水準で高いと
言われているものの、未だ向上の余地が無いわけでは無い。
頻繁に配達されてくる家具の宣伝パンフレットを見る度に思うのは、掲載さ
れているような広々とした居間や寝室、浴室のある住宅に住んでいる人々は
人口の半数にも達していない筈だということ。
裾野の広い住宅産業に力を入れることは内需拡大に寄与するし、コロナヴィ
ールス危機のような非常事態には、空間にゆとりのある住宅が人々にもたら
す心身への貢献は少なからぬものがある筈だ。
住宅全体の僅か10％を手頃な住宅として確保しようというささやかな要求で
はないか？とは言え、多勢に無勢で新たな動きはかけ声だけに留まっている
ようだ。
2. 刑法及び軍法の改正「性的指向に基づく差別の禁止」*3)
賛成63.1%、反対36.9%で否決された。投票率は40.9%。反対多数のカントンは
シュヴィーツ、ウーリ、アッペンツェル・インナーローデンの3州のみ。
今後公共の場で同性愛者への差別は禁止された。残された課題は、同性の婚
姻とその夫婦に子供を持つことが認められるか否かが、議論の俎上に載せら
れることになりそうだ。明確な民意が示された後、今後選挙の際スイス国民
党(SVP)とキリスト教民主党(CVP)はディレンマに陥ると言われている。
■ 党首交代ラッシュとその行方
党首交代が決まっているのはSVP、SP、「緑の党」。
スイス国民党(SVP)のアルベルト・ロスティ党首は、選挙で党が大敗を喫し
たものの、本人は最大得票で再選された。*4) 温厚で親しみやすい人柄で知
られ、党員の信任も厚く辞任は求められなかった。ところが2019年12月23日
、自ら辞任を表明したと報じられた。SVP党首は完全なボランティアなので
経済的な理由からだと推測されている。党首の仕事は週20時間のフルタイム
に匹敵する仕事だと本人も発言している。党首の報酬について話し合う必要
性があるという声が党内からも出始めている。数人の後継候補の名前が挙げ
られていたが、辞退する候補も出ている。ツューリッヒの代表も交代し、後
継者は若いベンヤミン・フィッシャーになった。*5）
社会民主党（SP)の党首クリスティアン・レブラも選挙で自身の議席は辛う
じて確保したものの、大量の議席を失った。*6) それでも続投の意欲を見せ
ていたが、そろそろ後任に席を譲るよう党員から声が多数出始め、遂に辞任
を表明した。
昨年末の選挙で予想以上の勝利を収めた「緑の党」のレグラ・リッツ党首と
ツューリッヒ支部のマリオナ・シュラッター党首も辞任を宣言した。 *7)
*8）しかし、大成功を収めた党首の後継候補に名乗りを上げる党員が出て来
ない。
緑の党、SP、SVP党首の有力候補は、いずれもツューリッヒ出身者ばかりと
いうジレンマが伝えられている。ところが、突然のコロナヴィールス危機の
影響で、党大会が開催出来なくなり、党首は当面任務を継続する事態になっ
た。
ところで、SVPは「制限イニシアティブ、適度な移民に賛成 (Begrenzugs-
Initiative JA zur massvollen Zuwanderung)」のキャンペーンを2020年
2月9日開始した。*9) 翌日から2202の全ての自治体にSVPの準備したプラ
カードが配布される計画だった。5月17日の国民投票で問われる筈の議案だ
った。
ところが、連邦政府がコロナヴィールスによる緊急事態宣言を3月16日宣言
し、3月18日には国民投票の中止を発表した。*10) スイスの直接民主制は、
コロナヴィールス危機によって実質的に休止状態に陥ったと言われている。
いつまで続くのか現時点では誰も分らない。

】
遅れに遅れた発行となった。重症化しなかったものの、度々猛烈な睡魔に襲
われインフルエンザの症状を経験した。突然のコロナヴィールス危機は、世
界をバラダイムシフトに導くに十分な衝撃をもたらしている。次号はコロナ
ヴィールス危機に直面したスイスの取り組みをご紹介したい。

Results of the
Popular Vote on February 09, 2020 and
the Change of
Political Party Leaders

The results of the
Popular Vote were published on the evening of
February 9 and
were as follows. *1)
1. Popular
Initiative "More affordable Homes" *2)
The result was
42.9% "Yes-Votes", and 57.1% "No-Votes". The turnout
of voters was at
41%. There were only four approval Cantons, such as
Basle-City,
Geneva, Neuchatel, and Vaud. Reportedly high-income
earners tended to
disagree with the bill, then as supporters
remained only the
left.
It's said that
there is a shortage of Housing in big Cities, but in
rural areas, there
is an excess of Housing. As a whole, the Housing
is sufficient in
Switzerland. Although the quality of Swiss Housing
is said to be high
at international standards, there is still room
for improvement.
When I look at the
frequently distributed brochures of furniture,
I'm sure that less
than a half of the population lives in such
spacious Living
Rooms, Bedrooms, or Bathrooms as shown in the
leaflet.
Focusing on the
broad-based Housing Industry, it contributes to the
expanding domestic
demand, and in Emergencies such as the Corona-
Virus crisis,
Homes with ample Space might provide considerable
contribution to
people's Mind and Body.
Isn't it a modest
requirement to secure just a share of 10% of the
total Housing as
affordable ones? Nevertheless, it seems that many
people were
outnumbered and new ideas have not been heard since
then.
2. Revision of The
Penal Code and Military Penal Code
"Ban on Discrimination based on sexual Orientation" *3)
The result was
63.1% "Yes-Votes", and 36.9% "No-Votes". The turnout
of voters was at
40.9%. Cantons with a Majority of "No-Votes" were
only three such as
Schwyz, Uri, and Appenzell I.-Rh.
In the future,
Discrimination against Gays in public is prohibited.
The remaining
Challenge is said to be the subject of debate about
the same-sex
marriage and whether such Couples are allowed to have
children or not.
After clear public sentiment, the Swiss Volks
Party
(SVP) and the
Christian Democratic Party (CVP) are said to fall into
a dilemma in the
future elections.
■ Rush of
Political Party Leader Changes and its whereabouts.
SVP, SP, and the
Green Party have decided to change their Party
Leaders.
SVP Party Leader
Albert Roesti was re-elected with the largest
Vote,
even though his
party lost many seats in the election. *4) He is
known for his
well-tempered and friendly personality, receiving
strong Confidence
by his party members, therefore, he was not
required to
resign. However, on December 23, 2019, it was reported
that he had
decided to resign from his post. It was speculated
because the job as
party leader is a fully volunteer post and his
resignation was
due to financial reasons. He also stated that the
job as Party
Leader was equivalent to 20 hours work a week. Voices
began to emerge
from within the SVP-Party that they need to discuss
the Leader's
reward. Several candidates as successors have been
named, but some have
declined. The Canton of Zurich SVP-President
was also replaced
and the young Benjamin Fischer took office. *5)
The leader of the
SP-Party, Christian Levrat also managed to
secure
his seat in the
election, but his party lost a lot of seats. *6)
Despite of his
willingness to continue his career, but many voices
from inside the SP
had risen, asking Levrat to give up his post as
Party Leader to a
new successor, and finally he announced his
resignation.
Regula Rytz, the Leader of the Green Party, and Marionna Schlatter,
Head of the Canton
of Zurich Green Party, winning more seats than
expected in the
election late last year, have also announced to
resign. *7) *8)
However, no Party Member has come up as successor
to the very
successful leaders.
The dilemma is
that the Leader candidates for the Green, SP, and SVP
Party are all from
the Canton of Zurich. However, the sudden crisis
of the
Corona-Virus made it impossible to hold a party convention,
therefore, the
present Leaders had to continue their duties for the
time being.
By the way, the
SVP-Party had launched their Campaign "Limitation
Initiative, YES
for a moderate Immigration (Begrenzungs-Initiative,
JA zur massvollen Zuwanderung)" on February 9, 2020. *9) The
following day, placards
prepared by the SVP were planned to be
distributed to all
of the 2022 local Swiss municipalities. The bill
(Initiative) was
planned to be voted on May 17, 2020.
However, the
Federal Government declared a State of Emergency due to
the Corona-Virus
on March 16 and announced on March 18 that the
popular vote would
be cancelled. *10) It's said that the Swiss
direct Democracy
was virtually suspended in the Corona-Virus crisis.
No one knows how
long it will last.

Postscript ]
The present Issue
was delayed week by week. Although not severe, I
was often attacked
by an extreme sleepiness and experienced
influenza
symptoms. The sudden global Corona-Virus crisis has
extremely shocked
the world and might lead to a paradigm shift. In
the next Issue, I
would like to introduce the efforts and measures
of Swiss
authorities in the face of the Corona-Virus crisis.
