2021年06月13日国民投票の結果と影響を与えた要素

2021年6月13日(日曜日)の国民投票の結果は、即日午後には判明した。*1)

各議案について見てみよう。

1) 2018年1月18日の国民発議「清潔な飲料水と健康食品のために -

農薬および予防的抗生物質の使用に対する補助金除外」

結果は、賛成39．32％、反対60．68％、投票率は59.75％。

賛成多数のカントンは半州バーゼル・シュタットのみ。*2)

2) 2018年5月25日の国民発議「人工農薬のないスイスのために」

結果は、賛成39．44％、反対60．56％、投票率は59.73％。

賛成多数のカントンは半州バーゼル・シュタットのみ。*3)

通称「アグラールイニシアティブ」と称される2議案は、日頃孤軍奮闘のSVP

（スイス国民党）の「ひとり勝ち」と喧伝され、高い投票率は農民がこぞっ

て投票したからだと報じられた。

3) 2020 年 9 月 25 日の温室効果ガス排出削減に関する連邦法 (CO2 法)

結果は、賛成48.41％、反対51.59％、投票率は59.68％。

賛成多数のカントンは半州を含めた18カントン。　*4)

依って連邦政府・議会の推奨議案CO2法が僅差で否決された。カントンで過

半数の賛成を得たのは、バーゼルシュタット、ジュネーブ、ヌシャテル、

ヴォー、チューリッヒのみだった。地方のカントンではCO2法は拒否された。

一方、都市部のカントンでは、有権者は賛成票を投じたものの、結果に決定

的な影響を与えることは出来なくなったと報じられた。

コロナ渦で苦しい中流以下の国民の負担増になる事が敗因と分析された。

農民だけでなく、若者や都市住民の反対も多かったことが明らかになった。

FDP(自由民主党)は、中道保守政党で経済界の牙城なのだが、ペトラ・ゴッ

シ党首が、環境政策で良いとこを見せようとした故か、CO2法では政敵の左

派と組んだ。*5) 彼女が主導した左派勢力との共闘だったが、戦略を間違え

共に敗北を喫した。翌14日、ペトラ・ゴッシ党首は遅くとも2021年末までに

FDP党首を辞任すると発表した。*6) 辞任の理由は、今回の敗北ではなく、

投票日の数週間前から考えていたことで、本来のビジネス・コンサルタント

のキャリアを築きたいからだと、メディアのインタビューで弁明した。これ

を額面通り受け取るジャーナリストは多くは無さそうだ。国民議会議員の議

席は維持するそうなので、政治活動は続けるようだ。翌日のターゲス・アン

ツァイガー紙の風刺画は、彼女が全てぶち壊して去る、というものだった。

しかし、彼女の引き際の良さは「賢い」という評価も見受けられた。

CO2法は、今回の国民投票の結果で最も話題になった議案だった。連邦評議

会(政府)の野心的な気候政策は深刻な後退を余儀なくされ、特に環境大臣の

シモネッタ・ソマルガにとっては苦い敗北と言われた。

2022年までのCO2削減目標と重要な施策を僅差で否決されてしまったので、

国民議会の環境委員会は6月22日、「二酸化炭素排出量削減目標」を2024年

までの期限付延長のイニシアティブを決定、この後全州議会に諮られる。

2021年6月15日付けターゲス・アンツァイガー紙は、投票後の年齢別投票性

向の調査結果を報じた。それによると、「CO2法」と所謂農業イニシアティ

ブの「飲料水」と「農薬」の2議案で、18歳から34歳までの年齢層が最も高

い割合で反対票を投じていた！それどころか、年齢が高い層になるに従って

賛成票が多くなっていた。

この事実は、環境問題で今後若者達が行動を起こす際の足枷になると見られ

ている。2019年秋の選挙で、緑の党の躍進と、数万人の若者による大規模な

気候ストライキが話題になったが、実態は違っていたという訳だ。今後少な

くとも当面の間は、環境問題の動きは沈静化しそうだと報じられた。アスペ

ルガー症候群の少女が始めた若者達の気候ストライキだが、若い世代が社会

の在り方に関心を持つのは大いに結構だが、その意思を実現させるには学ぶ

ことが多くあることを知って欲しいと思う。

4) Covid-19の流行に対処するための連邦政府の条例の法的根拠に基づく

2020年9月25日の連邦法　(Covid-19法)

結果は、賛成60.21％、反対39.79％、投票率は59.63％.。

賛成多数のカントンは半州を含めた18カントン。*7)

賛成票の割合はスイス仏語圏で高く、賛成が最大のヴォーでは70.15％に迄

達した。8つのカントンが反対した中で、反対が最大のアッペンツェル・イ

ンナーローデンでは60.82％だった。

賛成派の政党SP、グリーン、FDP、Die Mitteは安堵の声明を発表した。

一方、反対派のSVP青年部は、3月19日のCovid-19法の修正に反対する署名を

収集すると発表したが、石油ロビーと称されるSVPが、新しい国民投票の可

能性を支持するかどうかはまだ不明と伝えられている。現在の状況に代替策

が無いなら、反対する選択肢は無い。

5) 2020 年 9 月 25 日付けのテロ対策警察措置 (PMT) に関する連邦法

結果は、賛成56.58％、反対43.42％、投票率は59.54％。*8)

反対多数のカントンはバーゼル市半州のみ。

国境に接するカントン・バーゼルの特異性が際だった結果だ。最も高い

64.97％の賛成票を投じたのはヴァリスだった。

テロ対策法が承認されたことにより、警察は、刑法に違反していなくても、

いわゆる脅威に対して行動を起こす手段を得たことになる。新しい連邦法

の措置には、当局との話し合いに応じて報告する義務、接触の禁止、国外へ

の出国の禁止、地域出没の禁止、自宅軟禁、電子監視および「国外追放まで

の拘留」が含まれている。措置の対象は12歳からで、自宅軟禁は15歳から課

すことができる。更に、連邦警察庁（Fedpol）には、インターネットや電子

メディアで密かに追跡する選択肢も与えられる。対策は予防的で、目的は、

刑事手続以外の警察の選択肢を拡大することにあると説明されている。

法律は、連邦憲法および欧州人権条約（ECHR）に定められた基本的権利の一

部に違反する可能性があるため、異議が唱えられているが、そのような介入

は適切な場合にのみ許可される。

議案に対して弁護士や若い党の様々な懸念や批判があり、結果は予想された

程高く承認されたわけでは無かった。それでも、連邦議会と当局が適度に措

置を適用するという信頼が勝っていたと、調査機関「gfs.bern」のルーカス

・ゴルダーは分析した。スイス人が政府、当局、そして裁判所に対して抱い

ている信頼は、明らかに懸念を上回っていたと報じられた。

ドイツ語圏より仏語圏で賛成が多かったのは、隣接するフランスのテロ対策

の議論と関わりがあると見られている。フランスは、ヨーロッパで最も深刻

なテロの影響を受けている国の1つだからだ。しかし、今回の敗者は、当局

がこの信頼を乱用していないかどうかに細心の注意を払うことになるだろう

とメディアは報じた。

2015年以降、連邦諜報機関（FIS）は、スイスでテロの脅威が増加している

と想定している。法律は2022年の前半に発効する。そこに示されている予防

策は、カントンとコミューンが他のすべての対策を使い果たした場合に機能

する「最後の手段」と言われている。ドイツでも度々テロが起きており、

6月25日にもバイエルン州のヴュルツブルクで無差別テロが報じられた。ド

イツ語圏でもテロの脅威は他人事では無くなっていると実感する。

【総論】

明らかなことの1つは、今回の投票率が58.9％と異常に高かったこと。投票

結果で、都市と農村の溝も明確になった。高くなる税金と義務は主に勤勉な

人々を犠牲にしていた。これがメディアの総括だ。法律には多くの費用がか

かり、何ももたらさない、というニヒルな論評も見受けられた。それでも、

直接民主制は時に人々を覚醒させ、考える機会を与える。望む政策を実現さ

せるのは、一朝一夕では出来ないことだから。

【編集後記】

農業と温室効果ガスの3つの議案の内容が交錯し、賛否を争う利害関係も複

雑な様相を呈した。有権者は、支持政党の方針だけでは賛否を判断し難い事

態になった。農家の団結による高い投票率が、今回の国民投票の結果全体を

The Results of the Popular Vote on June 13, 2021

and influenced Factors

The Result of the Popular Vote on Sunday, June 13, 2021 was

published in the Afternoon of the same Day. *1)

Let's take a Look at each Bill.

(See also our Magazine Vol. 199 - June 09, 2021.)

1) Popular Initiative of January 18, 2018 "For clean Drinking

Water and healthy Food - No Subsidies for the Use of Pesticides and

prophylactic Antibiotics".

The Result was 39.32% in favor (Yes), 60.68% against (No), and a

Turnout of Voters by 59.75%.

The Half-Canton of Basle City was the only Canton in favor (Yes). *2)

2) Popular Initiative of May 25, 2018 "For a Switzerland without

artificial Pesticides"

The Result was 39.44% in favor (Yes), 60.56% against (No), and a

Turnout of Voters by 59.73%.

The Half-Canton of Basle City was the only Canton in favor (Yes). *3)

The two Bills, commonly known as the "Agrarian Initiatives" were

touted as "the Sole Winners" by the SVP (Swiss People's Party),

which was struggling as the lone Force, and it was reported that the

high Turnout of Voters was due to all the Farmers Voting.

3) Federal Act of 25 September 2020 on the Reduction of Greenhouse

Gas Emissions (CO2 Act)

The Result was 48.41% in favor (Yes), 51.59% against (No), and a

Turnout of Voters by 59.68%.

A Majority of Cantons, 18 Cantons including Half-Cantons were

against (No). *4)

Therefore, the Federal Government and Parliament recommended Bill

(CO2 Act) was rejected by a small Margin. Only in the Cantons of

Basle City, Geneva, Neuchatel, Vaud and Zurich, the Bill received a

Majority. The CO2 Act was rejected in the rural Cantons. Meanwhile,

in urban Cantons, Voters reportedly voted in favor, but could no

longer have a decisive Impact on the Outcome.

It was analyzed that the Cause of the Defeat was that the Burden on

the People below the Middle Class, who were suffering from the

Corona vortex, had increased. It became clear that there was a lot

of Opposition not only from Farmers but also from young People and

urban Residents.

FDP (Liberal Democratic Party) is a Centrist Conservative Party with

a Stronghold in the Business World, but probably because the Leader

of the party, Petra Goessi, tried to show good Points in the

environmental Policy, she teamed up with the left Wing of political

Opponents under the CO2 Act. *5) Although, it was a joint Struggle

with the leftist Faction, Goessi made a strategic Mistake and

suffered a Defeat together. The following Day, June 14th, Petra

Goessi announced that she would resign as FDP Leader by the End of

2021 at the latest. *6) The Reason for her Resignation was not her

Defeat, because she had been thinking already a few Weeks ahead of

Voting Day, she wanted to build up her main Job as Business

Consultant, she said as an Excuse in an Interview. It seems unlikely

that many Journalists will receive this at face Value. Her political

Activities are likely to continue, as she will retain her Seat as a

Parliament Member. The next Day, the Caricature of Tages-Anzeiger

was that she broke everything and left. However, there was also an

Evaluation that her Time to quit was "wise".

The CO2 Act was the most talked-about Bill, as a result of the

actual Popular Vote. The Federal Council's (Government’s) ambitious

Climate Policy suffered a serious Setback, especially for

Environment Minister Mrs. Simonetta Sommaruga, who described it as a

bitter Defeat.

As the CO2 Reduction Target by 2022 and important Measures were

rejected by a small Margin, the Environmental Committee of the

National Assembly (Nationalrat) extended the "Carbon Dioxide Emission

Reduction Target" to 2024, on June 22. The Initiative is decided and

then consulted by the Council of States (Staenderat).

The Tages-Anzeiger Newspaper, dated June 15, 2021, reported on the

Results of a post-voting Survey of age-specific Propensity to vote.

According to the Report, the so-called Agrarian-Initiatives, the "CO2

Act" and the "Drinking Water" and "Pesticides" were voted against by

the highest Percentage of the age Group from 18 to 34 Years old! On

the contrary, the older the Group, the more Votes they agreed with.

This Fact is expected to be a shackle for young People to take

Action on environmental Issues in the Future. In the Fall 2019

Elections, the Breakthrough of the Greens and the massive Climate

Strikes by tens of thousands of young People were talked about, but

the Reality was different. It was reported that the Movement of

environmental Problems is likely to subside, at least for the Time

being. The Climate Strike for young People started by a Girl with

Asperger Syndrome, and it's good for the younger Generation to be

interested in what Society should be, however, I wish if they know

that there is much to learn to realize that Intention.

4) Federal Law of 25 September 2020 on the legal Basis for

Ordinances of the Federal Council to cope with the Covid-19 Epidemic

(Covid-19 Law)

The Result was 60.21% in favor (Yes) and 39.79% against (No) and a

Turnout of Voters by 59.63%.

A Majority of Cantons, 18 Cantons including Half-Cantons were in

favor (Yes). *7)

The Percentage of Votes in favor was high in the French speaking

Part of Switzerland, reaching 70.15% in Vaud, the highest Vote.

Eight Cantons disagreed, with Appenzell Innerrhoden (AI), the

largest Number of Opposition (No), at 60.82%.

Proponents of the Parties SP, Green, FDP and Die Mitte had issued a

Statement of Relief. Meanwhile, the Opposition Youth of SVP has

announced that it will collect Signatures against the Amendment in

the Covid-19 Law on March 19, but it is reported that the SVP, known

as the Oil Lobby, whether or not it supports the Possibility of a

new Referendum is still unknown. If there is no Alternative in the

current Situation, there is no Option to oppose it.

5) Federal Act of 25 September 2020 on Police Measures to Combat

Terrorism (PMT)

The Result was 56.58% in favor (Yes) and 43.42% against (No) and a

Turnout of Voters by 59.54%. *8) Only the Half-Canton Basle-City

voted No.

This is a Result of the Distinctiveness of the Canton Basle-City,

which is a Swiss Border Canton. The Canton of Valais voted the

highest "Yes" with 64.97%.

The Approval of the Anti-Terrorism Act gives Police the Means to

take Action against so-called Threats, even if they do not violate

Criminal Law. New Federal Law Measures include the Obligation to

participate in and report on Discussions with authorities, Ban on

Contact, Ban on leaving the Country, Ban on Districts, House Arrest,

electronic Surveillance and "Detention until Deportation". Measures

are available from the Age of 12 and House Arrest can be imposed

from the Age of 15. In addition, the Federal Criminal Police Office

(Fedpol) has the Option of secretly tracking over the Internet and

electronic Media. It is explained that the Measures are preventative

and the Purpose is to expand Police Options other than criminal

Procedure.

The Law is disputed, as it might violate some of the fundamental

Rights set out in the Federal Constitution and the European

Convention on Human Rights (ECHR), because such Interventions are

only permitted where appropriate.

There were various Concerns and Criticisms of Lawyers and young

political Parties on the Bill, thus the Vote was not as highly

approved as expected. Still, Confidence in the Federal Parliament

and Authorities to apply the Measures in Moderation was prevailing,

analyzed by Mr. Lucas Golder of the Research Institute "gfs.bern".

It was reported that the Confidence, People have in their Government,

Authorities and Courts clearly outweighed their Concerns.

More Support in the French-speaking Part than in the German-speaking

Part is believed to be related to discussions on Counter-Terrorism

in neighboring France. France is one of Europe's most severely

affected Countries by Terrorism. But the Losers will pay close

Attention, whether the Authorities are abusing this Trust, the media

reported.

Since 2015, the Federal Intelligence Agency (FIS) estimates that

the Threat of Terrorism is increasing in Switzerland. The Law will

come into effect in the first half of 2022. It's said that the

Precautions shown there are "last Resorts" that work if Cantons and

Communes run out of all other Measures. Terrorism has also occurred

again and again in Germany, and indiscriminate Terrorism was

reported in Wuerzburg, Bavaria on June 25. Even in the German-

speaking Switzerland, I feel that the threat of terrorism is no

longer a Matter of others.

[General remarks]

One of the obvious Things was that the Turnout of Voters this time

was unusually high at 58.9%. The Voting Results clarified the Gap

between urban and rural Areas. Higher Taxes and Obligations were

primarily at the Expense of hard-working People. There was also a

nihilistic Comment that the Law was expensive and did not bring

anything. Still, Direct Democracy sometimes awakens People and gives

them the Opportunity to think. Realizing the desired Policy is

something that cannot be done overnight.

[Editorial Postscript]

The Contents of the three Bills, Agriculture and Greenhouse Gases,

were mixed, and the Stakes in which the Pros and Cons were contested

were complicated. For Voters it has become difficult to judge for or

against based on the Policies of supporting political Parties. The

high Turnout of Farmers' unity seems to have influenced the overall

Result of this Referendum. (A.H.)
